It's easy:

1. Buy Microsoft (http://www.microsoft.com) from Bill Gates. Note: make sure you have 100 hillion jillion grillion dollars in the bank before starting.
2. Fire the Windows development team
3. Hire a bunch of new programmers
4. Have them change the Windows system default
5. Reboot Windows
