Go to the top item in your Faq-O-Matic and [Edit Answer Permissions].

Set each of the permissions PermAddPart, PermAddItem, PermEditPart, and PermEditTitle to the same setting, one of:
- "Authenticated users" if you want to make sure users use real email addresses;
- "Users giving their names" if you want to allow anyone to post. The FAQ asks for each user's identity, but does nothing to authenticate it.
You can mix and match permissions to (for example) only allow people to edit parts, but not to rearrange the organization of answers in the FAQ.

You should probably leave the "edit these Moderator options" permission as "The moderator", so that one ornery web user can't lock out all the others by changing these very settings.

By changing the top category, you affect the entire FAQ, because the default permission setting is to inherit permissions from your parent item. You can certainly change permissions more locally to only allow the world to edit a subtree of your FAQ. (This is how this Faq-O-Matic Faq-O-Matic allows the world to edit the Playground, but not this documentation.)
